GSA to reinstate FedRAMP director, taps Treasury CIO for 3 roles

The General Services Administration is seeing a string of personnel changes leading up to the federal chief information officer’s departure from government at the end of the month.
FedRAMP Director Pete Waterman will return to work on Thursday after being placed on administrative leave in late July for a social media post on his personal LinkedIn account stating preferences for veterans in federal hiring hampers tech-focused recruiting, according to two sources familiar with the matter.
The General Services Administration did not comment on Waterman’s reinstatement.
Waterman became the first director of FedRAMP — the federal government’s cloud security authorization program — in over three years when he was named to the position in August 2024. Waterman has overseen the Trump administration’s new FedRAMP 20x overhaul during his tenure.
GSA Administrator Edward Forst previously told Government Executive in a statement that his agency “categorically and completely” disagreed with Waterman’s post about preferential veteran hiring.
Waterman’s return is the latest personnel move at GSA.
Sam Corcos, a Department of Government Efficiency alum and the Treasury Department’s chief information officer, is now also serving in three different roles at GSA, in addition to his Treasury post.
Corcos is now the acting director of the Technology Transformation Services, acting deputy commissioner for the Federal Acquisition Service and acting assistant administrator for Login.gov, GSA first confirmed the appointments to FedScoop.
“As a current federal agency CIO, Sam Corcos has led complex technology operations and worked across government to advance the President’s technology priorities. The Trump Administration is focused on making government more effective, efficient, and responsive, and TTS will continue to be an important part of that effort. We are confident that Sam will help advance that mission,” a GSA spokesperson told Nextgov/FCW.
Federal CIO Greg Barbaccia — who is departing government at the end of the month to return to Palantir — had led TTS since February. Laura Stanton, who was named permanent deputy commissioner for FAS in April 2025, has been serving as acting commissioner for the office since April of this year, leaving her deputy role effectively vacant. Greg Hogan has led login.gov since April.
Waterman currently serves as acting deputy director of TTS.
