Pentagon’s DEOS Contract Protested

Perspecta Enterprise Solutions LLC filed a post-award bid protest Monday with the Government Accountability Office over the Pentagon’s Defense Enterprise Office Solutions contract.

The Defense Department—in a partnership with General Services Administration, which handled the procurement—awarded the contract Aug. 29 to General Dynamics IT and its vendor team, including Dell Marketing and Minburn Technology Group, a Microsoft reseller.

Perspecta, however, filed its protest on Sept. 9, and GAO will make a decision on the protest by Dec. 18. The grounds on which Perspecta filed its protest are unclear, and the company did not respond to requests for comment from Nextgov.

In a statement, a GSA spokesperson said, “A GAO protest has been filed by Perspecta Enterprise Solutions LLC. GSA cannot comment further as this is ongoing litigation.”

DEOS will provide back-office tools—email, word processing, spreadsheets and file-sharing and more—to the entirety of the Defense Department, which isa more than 3 million users. 

The contract has a five-year base period with three additional option periods for a total duration of 10 years, and a total ceiling value of $7.6 billion.

GSA bid the contract out in April.
