Personal identity verification cards have been an issue for agencies since 2004. There have been security gaps and funding issues. The latest audit reveals some are still vexed by plugging all the gaps in the process.

As of December 2013, more than 5 million PIV cards had been issued, but according to a Cross Agency Priority Goal report, there are still questions about who has them and how many employees actually need them.
