OPM CTO takes on USAJobs, retirement system

OPM CTO David Bowen has been tasked with upgrading the federal retirement system and ensured continued operations of USAJobs.gov.

The Office of Personnel Management’s new chief technology officer will be leading efforts to revamp the federal retirement system, according to . In addition to a makeover of the system, David M. Bowen, former CIO at the Federal Aviation Administration, will team up with CIO Matthew Perry to keep USAJobs.gov running smoothly. The website was plagued with after it launched Oct. 11, receiving thousands of complaints of timeouts, lost data and other difficulties that took weeks to resolve.  The retirement system has also seen its fair share of issues. A Government Accountability Office in November deemed OPM’s efforts to modernize its retirement system for 20 years as unsuccessful. GAO found vulnerabilities in areas such as project management, testing and earned value management.Before taking up public service, Bowen spent 25 years in the health care field at companies such as Blue Shield of California and Baptist Health System, Inc.
