Thomas O’Reilly took on the monumental task of leading the Nationwide Suspicious Activity Reporting Initiative, which enables law enforcement agencies to share information about activities that could be terrorism-related.

O’Reilly is responsible for implementing the process at all 72 fusion centers nationwide and every federal agency. He worked tirelessly to educate the law enforcement community on the value of  standardized information sharing while demonstrating an unwavering commitment to privacy and civil liberties.

With a combination of persuasion, persistence and passion, he convinced often reluctant agencies to undertake extensive employee training and rewrite policies to comply with the initiative. By the end of 2010, 13 sites had fully implemented the initiative, five sites had established initial operating capabilities, and 30 sites had taken the first steps toward participation.
