Dwyer volunteered to apply her expertise as leader of EPA's national information exchange programs to the development of FederalReporting.gov. The Web site supports the Obama administration's goal of sharing the economic stimulus law's spending information with the public by collecting relevant data from agencies and recipients.

Dwyer evaluated the requirements for the site with state and federal partners, received approval from the Office of Management and Budget to adopt an existing EPA information-sharing solution, and led the team that delivered an operational site in four months.

“Connie is an exemplary leader whose experience, dedication and thought leadership contributed to the successful delivery of FederalReporting.gov in support of the American Recovery and Reinvestment Act,” said Lisa Schlosser, director of EPA’s Office of Information Collection.
