Federal 100 winner: Lloyd Thrower

Developing an enterprise architecture for an organization as complex as the Defense Department isn't easy. So the DOD CIO's office has been fortunate to have Thrower, who is the director of strategic planning and policy, on board.

Developing an enterprise architecture for an organization as complex as DOD isn't easy. So the DOD chief information officer's office has been fortunate to have Thrower on board.

Thrower led the effort to create the Defense Information Enterprise Architecture, which will be the cornerstone in accelerating DOD's move into network-centric operations. Those who have worked with DIEA praised it for its clarity and helpfulness, characteristics not normally associated with enterprise architecture. 

"Lloyd went beyond his job description in developing the DIEA by going outside the boundaries of most previous DOD enterprise architectures," said Dan Porter, an executive vice president at DOD supporting contractor CACI.
