Northrop to install HR system for homeland security

Northrop Grumman Corp. was awarded a blanket purchase agreement to help the Homeland Security Department implement and maintain a human resources management system.

The blank purchase agreement's initial task order is estimated at $2 million with a maximum possible value of $175 million during three years.

The new system will be designed to build a high performing workforce and improve recruitment and retention. Northrop Grumman officials will provide program management and integration services. The company will also provide in-depth expertise in pay and performance-management systems, classification, labor relations, adverse actions, appeals, communications, training and change management support.

"This acquisition will support the department in designing and implementing a 21st century system that will help employees fulfill our mission of protecting the homeland," said Janet Hale, the department's undersecretary for management, in a prepared statement.

DHS plans to announce final human resource regulations in late summer or early fall.
