More rules are due on stimulus money
OMB will issue a third round of guidance in early May to help agencies handle the data reporting and audit requirements of the economic stimulus law.
The updated guidance will be issued in early May, Vice President Joseph Biden wrote in a letter addressed to the chairman and ranking member of the Senate Homeland Security and Governmental Affairs Committee.
OMB issued guidance on Feb. 18 and April 3. In the third round, the agency will touch on several concerns raised by federal, state and local government officials with regard to the spending, Biden wrote.The new guidance will cover:
The Office of Management and Budget will issue more guidance for government agencies about details on data reporting, single audits and administrative cost coverage for spending under the economic stimulus law, according to a White House letter released April 23.
- Additional details on data reporting requirements, including data definitions, formats, and methods of transmission.
- Roles and responsibilities of recipients and sub-recipients with respect to data collection, data quality, and other compliance and performance issues,
- Flexibilities for states for costs of administrative activities.
- Changes to the single audit process to ensure appropriate scrutiny.
- A standard procedure for recipients to calculate jobs created.
