Federal 100 winner: Michael Ryan

Ryan, deputy program director of the Army's Signal Warfare Programs, is responsible for the implementation of Signals Warfare programs.

To counter remote-control improvised explosive devices, Ryan spearheaded a team that fielded 25,000 jammers to operational theaters in only 12 months. In addition, as deputy program director of the Army's Signals Warfare Program, he fielded more than 2,000 armor kits and reduced the required installation time from four hours to 30 minutes. Ryan also managed to speed another equipment production line from only 20 units per month to deliver more than 900 units in five months.

“The success of these programs is directly attributed to the self-sacrifice, the countless hours, technical and management skills and vision that Mr. Ryan possess,” said Ramon Llanso, chief of the radio frequency countermeasures unit.
