Data centers installed in U.S. are deemed to be of 'U.S. origin'

CBP has determined that even though several of the key components that comprise the data centers installed in the U.S. as turn-key operations by APC are assembled or manufactured in foreign countries, the fact that APC technicians spend many days assembling, programming and installing the components into a brand-new data center on-site in the U.S. means the "country of origin" for the data center itself should be considered the United States.
