The Obama administration's roughly $19 billion fiscal 2011 budget proposal for NASA, which kills the Constellation program to send astronauts to the moon, includes the first phase of what could be more than $9 billion in new spending on robotic exploration missions and development of a heavy-lift rocket intended to penetrate deep into the solar system.
