First stimulus spending: More staff, IT systems

Agencies have $787 billion in stimulus money to spend. Their first order of business: beefing up staffs and information technology systems to handle the surge. The Energy Department has $38 billion to burn through grants and advanced research and development contracts. To make that happen, the department needs to hire temporary staff and contractor staff to help out, said Carl Staton, Energy's deputy chief information officer.
