Army's FCS: Training or product endorsement?

The U.S. Army is including soldiers in the early stages of equipment development, and in the case of the Future Combat Systems, it's having them pitch it as well. Since conducting a FCS training exercise last January, the Army has released a line of sleek multimedia presentations featuring noncommissioned officers and other enlisted men touting the merits of FCS on which members of Congress have yet to be sold.
