West Virginia Gov. Joe Manchin and State Tax Commissioner Christopher G. Morris today encouraged West Virginians to take advantage of free federal and state personal income tax electronic filing services. State officials touted the effort as a good way for residents to receive refunds quickly in these tough economic times.
