The 2012 Federal 100 judges

The editors of Federal Computer Week thank the following people for donating their expertise, energy and time in the selection process for this year’s Federal 100 awards.

Roger Baker
Assistant Secretary for Information and Technology
Veterans Affairs Department

Baker has extensive executive experience in both government and industry. He was CIO at the Commerce Department from 1998 to 2001 and has held C-level positions at numerous IT companies, including Dataline and General Dynamics IT.

Robert J. Carey
Principal Deputy CIO
Defense Department

Carey’s primary responsibilities include the consolidation, standardization and security of DOD’s IT enterprise. Prior to joining the CIO’s office in October 2010, he served for four years as the Navy Department’s CIO.

Mary Davie
Assistant Commissioner
Office of Integrated Technology Services
General Services Administration

Davie is responsible for the largest fee-for-service IT procurement and services operation in the federal government. She is also a well-known advocate for using Web 2.0 tools to improve government acquisition.

Lesley Field
Acting Administrator
Office of Federal Procurement Policy
Office of Management and Budget

Field is doing her second stint as acting administrator, having served previously from September 2008 to November 2009. She was recently the U.S. representative on a United Nations electronic procurement team.

Olga Grkavac
Executive Vice President, Policy and Public Sector
TechAmerica

Grkavac has been the senior staff person responsible for the Public Sector Group since its formation more than two decades ago. She also spent 10 years as legislative director for various members of the House of Representatives.

Lt. Gen. Susan Lawrence
CIO
U.S. Army

Lawrence, who has been CIO since March 2011, oversees all Army functions related to command, control, communications, computers and IT. Her previous assignments include serving as director of C4 at the U.S. Central Command.

Richard Spires
CIO
Homeland Security Department

Spires, who is also vice chairman of the CIO Council, has made a career of managing large-scale IT programs. Before being appointed DHS CIO in July 2009, he was deputy commissioner for operations support at the IRS.

David M. Wennergren
Assistant Deputy Chief Management Officer
Defense Department

Wennergren served as chairman of the Federal 100 judging panel for the second year. His long career at DOD includes service as the deputy CIO and as the Navy Department CIO. He is also a past vice chairman of the CIO Council.

Robert Woods
President
Topside Consulting Group

Woods, whose team works with clients on strategic IT management, has spent nearly three decades in leadership positions in the federal IT community, finishing his government career as commissioner of the General Services Administration’s Federal Technology Service.

Tim Young
Senior Manager
Deloitte Consulting

Young has a diverse background, having served as the deputy administrator for e-government and IT at the Office of Management and Budget, a consultant in the private sector, and an intern in the House of Representatives.
