The impact: The plan, now in full swing, reflects management expertise that Balutis has honed in government, where he was one of the first CIOs, and in industry.

The nuts and bolts: Balutis continued that work through pro bono engagements at the departments of Homeland Security and Veterans Affairs. As a member of a consulting group at Cisco, he helps connect federal officials with innovative industry executives. Balutis also found time to co-edit a book, "Transforming American Governance: Rebooting the Public Square."
