Brown convinced House and Senate committees to revise acquisition reform proposals by drawing on her knowledge of the procurement system and  creativity with the legislative process.

Experts say legislators offered many proposals without a good understanding of government contracting. Brown argued for changes that included allowing interagency and noncompetitive contracts, and many of the proposals were incorporated into bills enacted in 2008.

“Ellen is one of the most creative legislative technicians on Capitol Hill,” said former Virginia Rep. Tom Davis, who is now a director at Deloitte’s Federal Government Services.

Brown retired from the committee in January.
