AFCEA's Bethesda chapter elects new officers; Kovach joins Telos

The Bethesda, Md., chapter of AFCEA International has elected a new slate of officers, each of whom will serve for two years beginning Sept. 1. Phil Kiviat, a consultant with Guerra, Kiviat, Flyzik and Associates, is the new president. Ken Touloumes, vice president of federal programs at Pragmatics, will serve as president-elect for two years and then advance to the presidency.

AFCEA members also elected Harold Youra, president of Alliance Solutions, as vice president of programs. Elaine Dauphin, vice president for General Services Administration governmentwide acquisition contract programs at Computer Sciences Corp., was elected treasurer, and John Williams, business development director for Defense Department programs at BEA Systems, was elected secretary.

Retired Air Force Col. David Kovach has joined Telos as director of Air Force strategic programs. He will lead business development activities that target new opportunities in the Air Force and other federal agencies. Previously, he was commander of the Air Force Communications Agency at Scott Air Force Base.

Ohio Gov. Bob Taft appointed Mary Carroll to the Cabinet-level post of chief information officer and director of information technology. She had been serving in an acting capacity since February. Previously, she was deputy state CIO for investment and governance.
