New FedBizOpps contract coming

The General Services Administration has issued a solicitation for a new contractor to take over FedBizOpps, a Web site that gives contractors and agencies access to information about federal contracting opportunities.

Science Applications International Corp. holds the contract, but the final option year expires on Sept. 30. GSA officials have opted to make the new contract a small-business set-aside.

Officials plan to award the deal on August 25. They will require that a new system, or one that builds upon the current technology, be operational by Feb. 6, 2005, according to the request for proposals issued this week.

The new contract will offer at three-year base and five one-year options. The potential value has not been disclosed.

The RFP spells out minimum performance objectives for the system. It must:

Support 1 million registered users.

Support 2,000 concurrent users.

Store and archive 1 million or more total documents per year.

Process 60 million page hits each month.

Store and process 50,000 new documents each month.

Process each real-time data input transaction within two seconds.

Initiate processing of batch files within one hour of submission.

Provide live tech support between 7 a.m. and 7 p.m.

Prevent data loss with a backup and recovery system.

Provide 99.9 percent availability, or no more than eight hours unscheduled downtime per year. Scheduled downtime must be limited to no more than once a month, no more than six hours at a time, and only on weekends or holidays. No scheduled downtime is allowed in the second half of September, when agencies often finish their fiscal years with a flurry of spending.
