Roster change

Rear Adm. Charles Munns has been selected as the single program manager for the Navy Marine Corps Intranet and will be responsible for managing and directing all aspects of the $6.9 billion initiative.

Munns, who will be based in Washington, D.C., is a 1973 graduate of the U.S. Naval Academy and has a master's degree in computer science from the University of Colorado. He has been serving as the commander of the Submarine Group Eight and commander of Submarines, Allied Forces South in Italy.

Marine Corps Col. Robert Logan will serve as Munns' deputy. He has been serving as the director of the systems engineering and integration division at the Marine Corps Systems Command in Quantico, Va.

The Energy Department has named Karen Evans as its permanent chief information officer, after more than a year of rotating temporary appointments.

Evans officially took over Jan. 28, replacing DOE's acting CIO, Linda Cureton.

Before joining DOE, Evans was director of the Information Resources Management Division in the Justice Department's Office of Justice Programs. At Justice, she led the implementation of an online grants management system to process grants from discretionary, formula and large block programs. She also helped streamline the agency's ability to quickly process claims to provide benefits for families of public safety officers after the Sept. 11 terrorist attacks.

The Office of Management and Budget has hired three of four leaders for its e-government sectors:

* Jonathan Womer, government-to-citizen portfolio manager.

* Tony Frater, government-to-government portfolio manager.

* Tad Anderson, government-to-business portfolio manager.

Frater and Womer are members of the Information Policy and Technology Branch of OMB's Office of Information and Regulatory Affairs.

The manager for of internal efficiencies and effectiveness has yet to be named.

John Spotila was promoted to president and chief operating officer of GTSI Corp., the company announced last week. In this capacity, Spotila will have full responsibility for daily operation of the company.

Spotila previously was administrator of the Office of Management and Budget's Office of Information and Regulatory Affairs. He left that position at the end of the Clinton administration and served as an executive vice president at GTSI.

Dendy Young said he will continue as chairman of the board and chief executive officer of GTSI, devoting substantial time to strategy and to meeting with employees, customers and partners.
