As director of the General Services Administration's Service Development Division, Tiller brokered consensus among numerous parties on standards for the Office of Management and Budget’s Trusted Internet Connections (TIC) initiative.

Tiller drew together varying perspectives from inside and outside government on how to meet new requirements and ultimately created a successful work statement to add the requirements to Networx, GSA’s mega-telecommunications contract. His work pulled together Homeland Security Department’s National Cyber Security Division, OMB, the U.S. Computer Emergency Readiness Team, GSA and the carrier community, each of which had its own interpretation of TIC.

“Dr. Frank Tiller provided the leadership and critical technical expertise necessary to allow GSA to offer this vitally important service to government agencies through the Networx program,” said John Johnson, assistant commissioner of GSA’s Integrated Technology Services.
