An apparent contracting frenzy occurred as the Interagency Program Office vanished.

Just around the time it disappeared,  the Interagency Program Office charged with developing the long dead integrated electronic health record for the Defense and Veterans Affairs departments racked up $25 million in contracts to support a Development Test Center in Richmond, Va.

The biggest of these deals include a contract for $16.7 million in software for the test center, with multiple copies of Red Hat Linux, Windows 7 operating systems, database software and numerous training packages, let by the TRICARE Management Activity on Sept. 18.

The test center, TRICARE said, “will be a federated cloud-based environment that leverages a virtual collection of DoD/VA development and testing sites in order to provide a unified set of capabilities and services for its IPO customers.”

On Oct. 7, the Defense Health Agency (which took over TRICARE on Oct. 1) awarded Favor Techconsulting, LLC of Fredericksburg, Va., a $3.3 million contract to provide technical IT subject matter expert support services to the test center. On the same day it awarded Presidio Networked Solutions, Inc., of Greenbelt, Md., a $4.8 deal to “to lead the effort to plan, design, implement, document, and support sustainment for the delivery of a virtual computing environment for cloud infrastructure” at the test center.

This leaves Defense and VA with an expensive test center to support an organization that is close to vaporzied– or am I missing something here?
