Decoder No Longer Needed for Navy NGEN Proposal Request

Yesterday I grumbled about not being able to access the draft request for proposals for the network and enterprise services portion of the Navy's massive Next Generation Enterprise Network (NGEN) procurement released by the Space and Naval Warfare Systems Center on Sept. 30 on FedBizOpps.
SPAWAR spokesman Steve Davis emailed me late yesterday and said a redacted version of the RFP would be posted to the NGEN online reference library today. Here it is, all 433 pages of the redacted version of the Performance Work Statement.
Usually when I grumble, no one pays attention.
