Power in Social Security numbers

Has anybody asked the government about how to reduce the importance of Social Security numbers, so that their unexpected release would have very little or no impact on citizens?

Perhaps if we were to find a way to minimize the importance of SSNs, it wouldn't matter if they were released. The hue and cry over SSN availability has been going on for 15 years. Why isn't something being done about it?
