Tax Fraud Scheme Preyed on Mentally Ill Patients

A Miami-Dade resident has been convicted of trafficking personal data stolen from a Philadelphia mental health facility.

In two separate secret recordings, Wisly Toussaint was caught selling hundreds of identities to government informants. The data filched from the facility included names, dates of birth and Social Security numbers.

He also was taped discussing a scheme to use the stolen IDs to make $50,000 during the first week of the 2014 tax filing year.
