David Garcia replaces Dave DeVries, who left the federal government for Michigan.
David Garcia, formerly the chief information officer for the state of Maryland, has taken the top tech spot at the Office of Personnel Management.
Garcia fills the spot vacated by Dave DeVries, who held the position at OPM for about a year. In addition to serving as Maryland’s CIO, he was also Secretary of the Department of Information Technology, which heads up IT operations and policy for the entire state.

DeVries announced his resignation in August and left in September. He has since taken a position as the state of Michigan’s CIO and also its Technology, Management and Budget director.
At OPM, DeVries was responsible for helping OPM recover from a 2015 cyber intrusion that exposed personal information from more than 20 million people who had undergone background checks for federal and contracting jobs. He was previously the Defense Department’s principal deputy CIO.
Garcia’s new role is effective as of Oct. 2.
