Anderson assembled a team to craft USDA's plan for implementing the Federal IT Acquisition Reform Act and met with agency leaders to orchestrate the CIO's place in acquisition oversight. An ever-present symbol of those efforts was the binder containing USDA's developing plan, the text of FITARA and the White House's implementation guidance, which Anderson carried with him everywhere. As USDA Deputy CIO Joyce Hunter said, "In addition to our CFO, Flip is probably the only person I know who has read and can recite each section of the law." USDA's plan was among the first to be approved by the Office of Management and Budget.
