Letter: Agencies not able to perform duties is giving away governmental functions
A reader writes that agencies unable to perform central functions without contractors is essentially giving away governmental functions to private companies.
Regarding "What is inherently governmental?"
The
last statement is really the bottom line "…agencies must maintain a
capability for performing central functions without contractors. They
cannot let their institutional knowledge dry up… ." To do other wise is
to give away or sell a governmental function to a profit-driven
operation using contracts.
