Don't start application from scratch

Following is a response to an FCW.com poll question that asked: "Should managers joining the proposed Homeland Security Department have to reapply for their jobs?"

My vote for whether current workers need to reapply for homeland security positions is a qualified "NO."

If someone is qualified by his past job performance to fill a homeland security position, he should be able to transfer with a minimal application/resume. It's not necessary to start all over again with a complete application like someone who has never had a job would do (for example, someone just graduating from college).
