I think it would be wise to hire retired police officers for airport screeners. If you paid them $25 an hour without any benefits it would probably be close to what you will pay the new employees with benefits.

I could probably staff all New York City airports with retired New York City police. The police would need less training, and their backgrounds would not be a consideration.
