Richard Kendall last week was named the first chief information officer at Los Alamos National Laboratory. His job will be to develop and direct an integrated policy for information management. Since 1999, he has directed cybersecurity enhancements at Los Alamos.

Navy Rear Adm. Richard Mauldin is being assigned as task force commander

for the Navy Marine Corps Intranet. Mauldin has been serving as deputy director

and fleet liaison of the Space, Information Warfare, Command and Control

Directorate in Washington, D.C.

Navy Rear Adm. Nancy Brown is being assigned as deputy director and

fleet liaison for the directorate in Washington, D.C. Brown has been serving

as deputy director of the White House Military Office in Washington, D.C.

Curtis Coy, a career naval officer and former senior management consultant

for PricewaterhouseCoopers, was named last week as the new director of the

Department of Health and Human Services' Program Support Center, which provides

administrative support services to HHS and other federal agencies. The PSC

is responsible for disbursing two-thirds of all federal grant funds each

year.

Coy will oversee a staff of 1,100 that provides administrative services

for 32 federal agencies, including HHS. Core PSC business areas include

financial management, human resources and administrative operations. The

PSC was created in 1996 as part of the National Partnership for Reinventing

Government initiative to reduce duplication in administrative services.

Immigration and Naturalization Service Commissioner Doris Meissner will

leave office next month to return to the Carnegie Endowment for International

Peace. During her tenure at INS, the agency developed a national record

center to store 25 million immigration files and used new computer technologies

to cut bureaucracy and automate labor-intensive procedures.

Curt Suplee has been appointed director of the Office of Legislative and

Public Affairs at the National Science Foundation. Suplee will oversee the

agency's communication activities with the public, including Congress, the

news media, states and governors, and various scientific, engineering and

education organizations. He began his duties at NSF on Oct. 23. Suplee was

most recently at the Washington Post, where he served as a science writer

and editor for national news.

The Internal Revenue Service last week announced eight new members to the

Electronic Tax Administration Advisory Committee (ETAAC). The group serves

as a public forum for electronic tax administration issues, encouraging

taxpayers to transact and communicate electronically with the IRS.

The new members are:

* Kevin Belden, former chief information officer for the New York State

Department of Taxation and Finance.

* Glen Bower, the director of revenue for the Illinois Department of

Revenue, where he has expanded electronic filing, payment and communications

methods.

* Eric Blackledge, president of Blackledge Furniture, an active supporter

of the IRS' STAWRS joint payroll tax reporting program.

* Paul Hocking, director of Frank Hirth PLC, which specializes in U.S./U.K.

individual and corporate taxation compliance.

* Brenda Hunter, manager of payroll and benefit accounting at Bechtel

Jacobs Co. LLC. She oversees the transmittals of electronic files for 37

companies to the IRS, state and local institutions and financial institutions.

* Charles McCabe, president and CEO of Peoples Income Tax Inc., who

has participated in and supported the IRS e-filing program since founding

the business in 1987.

* Daniel Tarantin, president and CEO of Jackson Hewitt Inc., a subsidiary

of Cendant Corp. Jackson Hewitt Inc. is the nation's second-largest tax

preparation service.

* Patricia Traynor, e-business vice president of AT&T, where she

created, launched and managed one of AT&T's first intranet application.
