Highlights of the Federal Information Policy Act:
* Creates the Office of Information Policy, headed by a chief information
officer of the United States, who will report directly to the president
and work with the Office of Management and Budget to coordinate federal
information technology funding decisions.
* Centralizes responsibility for all federal information resources and
management issues in the OIP except for implementation of the Paperwork
Reduction Act, which will remain the single area of responsibility for the
OMB Office of Information and Regulatory Affairs.
* Creates an Office of Information Security and Technical Protection
within the OIP to coordinate all federal information security resources,
standards and budgets.
* Formally establishes the federal CIO Council by law rather than
executive order and requires annual reports to Congress.
