The cookie recipe

Under the new Office of Management and Budget policy, cookies should not

be used on federal Web sites unless:

* A clear and conspicuous notice to users is posted on the site.

* There is a compelling need to gather the data.

* There are appropriate and publicly disclosed privacy safeguards for

handling the information gathered by the cookies.

* The head of the agency has given his or her personal approval.
