DeCarlo drove ACT-IAC’s Quadrennial Government Technology Review process to a successful conclusion, delivering a series of recommendations and strategic advice for the executives of the Obama administration’s second term. She was the key behind-the-scenes driver who, with co-chairwomen Molly O’Neill of CGI and Anne Reed of Anne Reed Consulting, managed more than 100 volunteers from government and industry. She helped turn the ideas into policy recommendations in a summary and six reports that outlined how technology can aid the government in addressing the challenges it faces.
