New online privacy rules proposed

In the latest shot of momentum to the movement for stronger privacy rules on the Web, the Obama administration on Thursday proposed a "privacy bill of rights" for online consumers and recommended a new privacy office in the federal government to develop "enforceable codes of conduct" for websites that glean personal data from their users.
