Costs triple, features missing for Portland, Ore.'s software system

A city audit released today reports that software costs for the project ballooned from $14.2 million to $47.4 million, three times higher than originally expected. What's more, various problems delayed implementation by as long as 16 months, and the system - used for finance and payroll since July 2009 - not only lacks key features but also failed to eliminate the use of secondary software.
