DoD, USDA putting secure ID cards to work

Homeland Security Presidential Directive-12 is moving out of the issuing stage and into the usage phase. Almost 90 percent of all federal employees have secure identification cards and, according to agency and industry experts, it's time for agencies to look for ways to make federal buildings and computer networks more secure.
