Back when IT officials first began being called "chief information officers," most of them reported -- at least initially -- to a department head, often in administration or budget. Then NASCIO started pushing to make the chief tech person a cabinet position, and succeeded in many states. Now, many CIOs are equal in authority to agency heads and report directly to the governor. Is that a good thing?
