Restrictions on job-seekers
Having job sources in magazines written or online is great, but the real problem with government jobs is the short response time and the restrictions put out for federal workers.
Such restrictions include only going up one grade at a time. (Why get a master's or doctorate in engineering or management if you have to leave the federal service to get a better job?)
If you can find a way of publishing jobs ahead of the closing date it might work, but most of the time, by the time you publish the jobs, they have closed. You should also lobby to remove the constraint of lower-position federal workers to get promoted to higher levels.
