Try near-line storage for records

The federal government has mandated conversion of paper files to electronic files, so why haven't the various federal departments and agencies made a more aggressive move toward near-line storage for these records, most of which are rarely accessed?

As I understand it, near-line storage is much more cost-effective than RAID (Redundant Array of Independent Disks) storage and is much more convenient and faster than tape storage.
