Defending the rank and file

Regarding the July 26 article titled "IT workforce hurting e-gov" by Diane Frank, the quality of the rank and file is not an issue so much as the quality of management.

I am a programmer analyst, and I take pride in doing my job and doing it well. The majority of the information technology people I know and work with are intelligent and well-trained. And, in spite of numerous problems and generally low morale, they are motivated to do the best work possible.
