Civilian system beyond comprehension

I find the civilian personnel system beyond understanding. Personally, I believe Ms. Cheers should have been fired for the drug use. Period. [See Milt Zall column, "Disability round about," June 4, 2001.]

I have seen civil "servants" become experts and ride the system for all it is worth. There is still a lot of dead weight out there. It is simply too hard to rid the workforce of substandard personnel. And, sadly, I believe it is far too difficult to advance and reward truly outstanding and dedicated workers. And there are a lot of great people out there.

And, last, to equate civil service with military service, as expressed in an earlier column ["Equal raises for all"], is absurd. Nuff said.
