Focus on pay, not GPRA
As long as Office of Management and Budget, the president and Congress ignore the Federal Employees Pay Comparability Act and focus only on the Government Performance and Results Act, OMB will fail to improve "accountability." ["OMB's performance push," Federal Computer Week, May 7, 2001.] Government employees know their prescribed salary increases (to bring near-parity with the private sector) were sacrificed to reduce the budget deficit.
With government organizations taking full advantage of the laws that prevent government employees from striking, many civil servants are angry and frustrated -- not the best attitude to coax top performances from them or meet stringent "metrics."
