Government oversight is usually lacking because there is not much accountability for people to perform. Some administrators cry that they don't have the resources to adequately address cybersecurity issues. But, many like it that way because they can point the finger at someone else as to why the system is broken.

Speeding up the VA process system thus making it much more efficient with fewer mistakes and thus in the long run cheaper in cost, i.e. Saving Money, for the brain dead that means a savings on taxes by not paying much more to try and fix problems constantly!!
