A retired IRS employee who was hired under a temporary hiring authority recently told a House panel how she worked for 16 years in “temporary” status before being reclassified as a permanent employee. Because she spent years as a temp, she lost time-on-the-job credit that ultimately reduced her retirement annuity.

These workers lack access not only to the Federal Employees Retirement System, but also to things like the right to family and medical leave and leave for military service.The hearing was held to help the House panel get a handle on the extent to which agencies may be using temporary and seasonal hiring authorities to circumvent payment of benefits, or to avoid competitive hiring.Any stories anyone wants to share?
