A new approach to operational analysis

DHS is considering converting its Studies and Analysis Institute into the Homeland Security Operational Analysis Center.

What: The Department of Homeland Security is looking to refocus its existing federally funded Homeland Security Studies and Analysis Institute development center, possibly through the creation of a new Homeland Security Operational Analysis Center.

Why: DHS Office of Procurement Operations issued a special notice Oct. 17 that said it is thinking about getting a new provider that would change its current Studies and Analysis Institute into the Homeland Security Operational Analysis Center. Currently, the institute is operated by Analytic Services Inc. and provides independent analyses of homeland security issues.

DHS said operational requirements of the proposed center include research and development work on operational analyses and development of solutions to address a host of challenges at the department.

The center would serve as a subject matter expert focused on long-term programs and working on focus areas such as acquisition planning and development, risk assessment and doctrine and policy review.
