Cybersecurity chiefs unveil plan to lock out intruders

Frustrated with the government's ineffective approach to cybersecurity, a team of more than a dozen security experts is taking the unusual step of launching its own grass-roots effort to protect government computers. The team this week is unveiling a list of 20 steps that all federal agencies and defense contractors should take to protect their networks from attacks.
