Word inside the Beltway is that the Obama administration is about to name mechanical engineer and defense entrepreneur Regina Dugan as the new director of Darpa, the Pentagon's premiere research arm. A donor to Democratic presidential candidates, Dugan continues to serve on senior advisory panels including the Defense Science Board, the Army Science Board, and the Defense Threat Reduction Agency.
