Julius Genachowski, the man nominated to head the Federal Communications Commission, said Tuesday he favors using $7 billion of stimulus money to extend broadband Internet service to consumers who lack access now, a view backed by big telecommunications and cable companies. Mr. Genachowski also told a Senate committee he doesn't support reinstatement of the Fairness Doctrine, an FCC rule abandoned during the Reagan administration that required broadcasters to air both sides of an issue.
